Jacques Marchand, Ph.D, P.E.

Dr. Jacques Marchand, Ph.D., P.E. co-founded SIMCO Technologies Inc. in 1997. Prior to SIMCO Technologies he cofounded Service d’Expertise en Matériaux (S.E.M.) Inc. in 1989. He is an internationally recognized expert in concrete mixture design, degradation mechanism analysis and durability modeling of concrete infrastructure.

Dr. Marchand has authored or coauthored over 170 peer-reviewed scientific publications and is a well-known durability expert consultant. 

Notable projects 

Dr. Marchand has worked on many notable projects including the expansion of the third set of locks of the Panama Canal. SIMCO was hired to conduct a comprehensive investigation program in order to assist in the design of a series of durable concrete mixtures that would meet the 100-year service-life specification set forth by the Panama Canal Authority (ACP) for the structural marine concrete of the third set of locks.

Dr. Marchand and SIMCO provided a concrete characterization and complete condition assessment of the reinforced concrete elements of the Indian River Bridge for the NASA Kennedy Space Center. The assessment helped determine the remaining service life of the bridge and recommendations provided helped  to extend its service life for an additional 20 years.
